Reliability Tip:

Balancing KPIs and Behaviors

Key Performance Indicators (KPIs) are a great way to identify trends in a facility’s reliability goals and make appropriate changes if a trend turns negative. For example, if a facility is measuring PM compliance and the compliance rate exhibits a negative trend, the underlying problem can be identified and corrected.

It’s important to exercise caution when using KPIs because while they are intended to drive positive change, they sometimes have unintended consequences. That happened in a Midwest energy facility when management discovered that work estimation completion dates varied greatly from actual completion dates. In an attempt to solve this problem, they worked towards ensuring that the weekly scheduling process was functioning correctly, and they implemented a weekly Work Order Schedule Compliance KPI to monitor whether scheduled work was actually being accomplished. In addition, performance bonuses for supervisors and mid-management were linked to this KPI. The unintended consequence, however, was that labor hour estimates became inflated to ensure work orders could be completed to meet 100% schedule compliance. This, in turn, created an increase in backlog work and a drop in facility uptime.

When instituting KPIs, make sure that there is a relative balance to the KPIs to ensure the right behaviors are occurring at the facility and that there are no unintended consequences. In this example, the Work Order Schedule Compliance should have been paired with Schedule Compliance Hours to identify the total hours available versus the total hours utilized.
